PROJECT801 / HUMAN FIRST + GRIFT / OCTOBER24,2026

This release ports selected source concepts from supplied HumanFirstIndex and Morning-Edge repositories, not their databases, credentials, users, generated scores, payment systems or trading actions. Original uploaded instructions were treated as source material. No imported application code or package scripts were executed.

COVERAGE
539 listed congressional officials in the official House/Senate directories, including6nonvotingdelegates. House sourcepublishdate October1,2026; retrievedOctober24. Senate roster has no reported publish date. Vacancies excluded. Roster inclusion does not certify that an official initially entered through election rather than appointment. Governors, state/local officials, the President/VP and appointed officials are outside this release.
355 have both specified yes/no votes for a Human First policy-alignment pilot.15current congressional profiles match curated HFI editorial ratings.43literal profiles existed in HFI source;28not matched to current Congress are excluded from the public scorecard. No verified Grift ranking is released.

HUMAN FIRST IS A NEW801 POLICY PILOT, NOT THE ORIGINAL COMPANY HCI
H=0.5*SocialSecurityFairnessVote+0.5*CHIPSVote.
Yea/Aye/Yes=100;Nay/No=0. Present/NotVoting/no matching record=null.
Both votes must be observed. No reweighting, average-filled input or automatic penalty for missingness. Equal weights and bill selection are editorial choices. These are full-bill votes, not proof that an official endorses every801position or that the bill improved every household. This narrow index is not a character, competence, complete labor-policy, human-welfare or fiscal-responsibility assessment.

Senate joins use exact normalized surname+state, unique match with a stable Bioguide Senate-term date gate; current senators' previous House votes use stable Bioguide ID where applicable. GRIFT / IMPORTED EDITORIAL ONLY
G=.25stock+.25crypto+.15campaign+.125lobby+.125officeEnrichment+.10wealthGrowth.
This reproduces the curated HFI path's inputs, not the repo's random roster defaults or its different participation-discount path. Numeric components are editorial judgments, not measured violations, adjudications, verified evidence, or probabilities of wrongdoing. Source-link presence is not proof; many supplied links point to search/general portals. No unsupported factual allegation or generated historical curve is reproduced in official profiles. Source inputs primarilyrefer2024–2025; rating creation time not independently established. 801verified_score=null for every official. Missing editorial inputs stay unavailable, never0orachamberaverage.

SCORE TO ELECTION MATH
z0=ln(p0/(1-p0))
z=z0+betaH*(HA-HB)/100-betaG*(GA-GB)/100
pScenario=1/(1+exp(-z))
Defaults betaH=betaG=0. A nonzero coefficient requires both corresponding candidate values. No hidden imputation. p0mustbe0<p0<1. Coefficients±4areinteractivesensitivitylimits, not estimated confidence intervals. A coefficient+1multipliesoddsbyexp(1)forafull100pointHadvantage; dividesoddsbyexp(1)for100pointhigherG.
Actual-race mode uses an exact selected contract's dated midpoint and unique opposition contract only. Candidate identity joins require exact name or manually reviewed alias plus chamber andstate. A state/district association is not candidate verification. Missing opponent scores block nonzero corresponding terms. Hypothetical mode explicitly allows comparison of any two officials and a userassumedbaseline; it is not an actualrace forecast.
No nonzero production forecast adjustment is released. Historical timestamped pre-election inputs, chronological training/held-out evaluation, calibration,Brier/loglossandcomparisonwithmarket-only/fundamentalbaselines are required. Generated HFI histories are not a training dataset. Market prices may already include score-relatedinformation; naivelyaddingitcoulddoublecount.

MORNINEDGE PATTERNS PORTED
Raw/normalizedinput,weight,contribution ledger; exact outcome/contract identities; labeledYesprice parsing; spread/quote validation; source retrieval age; explicit stale status; distinct native volume/liquidity units. Kalshi volume_fp is treated as contracts, not USD. No fabricated expiry. No 'confidence' derived from large spread/edge. No guaranteed arbitrage claim. Read-only /api/signals uses a fixed reviewed OctoberCPIallowlist, two concurrent calls, five-minute fresh cache and maximum20minute labeled stale fallback per source in a givenWorkerisolate. An outage beyond that limit is unavailable. Retrieval age is not a quote timestamp; sourceupdatedfieldsarenottreatedasproofthatorderbookquoteschangedthen. No currencyvolumeaggregationacrossvenues.

REPRODUCTION
python3 reproduce_scores.py officials.json
node test-accountability-math.mjs
The test file in this archive uses sibling accountability-math.js and officials.json. Downloaded JSON contains all inputs needed to reproduce displayed numeric scores. Raw official roster and roll-call files allow independent source checks. Senate XML requests returned403; Senate votes were extracted from the official HTML alphabetical100memberlist per rollcall, with source URLs retained. No database or APIkey required. Hashes in manifest.json detect changes; local hashesalone do not prove publication timing.

CIVIC FINDER UPDATE / OCTOBER24
539 current officeholders have next-seat election calendars and a latest-three-roll-call feed. 531 have an observed stock-restrictions roll-call entry; a procedural Senate vote is labeled separately from House final passage. A policy vote is not evidence of personal financial misconduct. No additional numeric Grift scores were fabricated.
Address lookup uses Census Public_AR_Current + ACS2025_Current to obtain 119th-Congress geography; the default Current_Current returned 120th-Congress boundaries and is not used. Street addresses are not saved to profiles, URLs or application databases. The provider receives the address only when visitors request lookup. Current representation can differ from a future ballot district.
Ohio special Senate: four printed candidate names verified from the linked official ballot; qualified write-ins not enumerated. Dated market bids/asks are not independent 801 probabilities.
CORRECTION: Earlier publication matched Graham + SC without checking dates in office. Darline Graham (G000608) was not a senator on the 2022 or 2024 pilot vote dates. Those inherited predecessor votes were removed. Her Human First pilot is incomplete; complete pilot coverage changes from 356 to 355. Historical Senate joins now require the stable Bioguide identity’s Senate term to include the vote date.
